Hidden Valley Lake, California is a gated subdivision located in the County of Lake. According to the 2000 and 2010 census the population increased to 5,579 people from 3,377 people. These days, it is a CID (Common Interest Development) that came to be known as HVLA (Hidden Valley Lake Association)
Hidden Valley Lake was developed and originated by the USA Land Corporation between the late 1960’s and 1972. A dam was built across Coyote Creek that created the 102-acre Hidden Valley Lake and during that time many other buildings were built such as an 18-hole golf course, a campground, tennis courts, a cart barn, and a clubhouse. A Country Club, currently known as the Community Canter, and the Equestrian Center were established between 1970 and 1972. Some 3310 lots were laid out for homes. At a nearby location known as the Ranchos, another 695 larger lots were also laid out. Boise Cascade bought the USA Land Corporation in 1972. Boise Cascade offered model vacation rentals, regular homes, and vacation homes. Boise Cascade also promoted the recreational and leisure-time throughout the Western U.S. and at Hidden Valley Lake.
Some 85 homes had been constructed by 1973. Most land buyers were families who eventually planned to construct vacation homes throughout the 1970’s. They frequently camped at the campgrounds. Many miles to the south, Calpine Corporation started building a geothermal power plant. Retirees, spectators, and their workers started buying lots and construction homes in Hidden Valley Lake. Boise Cascade also constructed a large Marina at the southeastern end of Clearlake, which is located approximately ten miles north of Hidden Valley Lake.
Boise Cascade also provided recreational and leisure activities in Hidden Valley Lake as well as provided put on low-cost meals, parties, and activities for the owners that included paddle-boat canoe, bicycle, and horse rentals. Although collection was inconsistent, annual assessments were $70 per year. Boise Cascade was making no money at all on developments such as Hidden Valley Lake and had suffered many different class-action-suits. In 1974 Boise Cascade turned Hidden Valley Lake over to the HVLA (Hidden Valley Lake Association) and its board of directors in addition to a $200,000 starter fund.
The Hidden Valley Lake Association sold the Marina as Clearlake in 1974. The responsibility for the drainage easements was assumed by Lake County although they declined to take care of the roads within Hidden Valley Lake. In order to have the necessary funds to maintain security and safety operation, roads, and other amenities, the Board realized that assessments had to be increased. However, as the result of lax tax collection practices, assessments proved to be inadequate. Therefore, compromises were made and maintenance was frequently deferred as the result of the priorities as determined by the transitory and prevailing interests of the Board. Between the late 1970’s and the early 1980’s, most of the land owners didn’t live in Hidden Valley Lake, either holding the property for investment or for vacationing.
An operational shift was made onto the Golf Operations occurred in the early 1980’s. The Hidden Valley Lake Association magazine named Compass related that to facilitate non-resident and better serve the golfers, the every-day operation of the restaurant and bar was relocated to the Hartmann Road facility in 1980. The Greenview Restaurant and Mulligan's Bar were then established. The water utility that existed, Stone House Mutual Water Company, was transformed into a separate CSD (Community Services District) that had its own Board of Directors. The roads were repaved and additional sewer systems were developed. Funds were provided for security and safety but they cried depending upon Board.
Collection efforts as reported on assessments that were delinquent assessments were continuously made however, overall rates that were delinquent continued to be high. At best, fiscal management was lax. Additional young families started relocating. into Hidden Valley Lake. The magazine Compass described the period between 1996 and 2002 reported that only a bank official who was quite senior, that had actually served as an advisor for the receivership and knew management would commit to a loan, for a debt that had been incurred to repair golf course irrigation and roads.
During this period Improvements during this period some of the most improvements were made in the overall Association facilities and functioning infrastructure. These improvements included updates to the bylaws, parks being further developed, and a new Administration Building between 2009 and 2010. However, there was still and abundance of problems. These problems included, staff morale, long term planning, ultra-conservative interpretation of the governing law, and difficulty with difficulties with committee members.
With all of its administrative problems, Hidden Valley is still a wonderful place to live, work, and play. It offers all of the amenities of a large city, with the atmosphere of a small town.
