Between 1541 and 1848, there was significant growth throughout by the California-Mexican government and at the same time there was significant growth in California. A small community was limited to some isolated locations, one of which was the vast estate of a German and Swiss immigrant, named John Sutter. Some local farmers petitioned the County Board of Supervisors to provide an access road between the eastern portion of the district and old Auburn Road. The County Board of Supervisors approved the petition in 1864 and the road is currently known as Greenback Lane. In January 1863, ground was broken for the Central Pacific Railroad, and a year later the railroad passed through the Central Township.
The completion of the railroad through the area brought an influx of settlers and increased exportation of agricultural crops by local farmers. Continued migration of settlers to the area led to t In 1864, the County Board of Supervisors approved a petition by local farmers to provide an access road from Old Auburn Road to the eastern part of the district, which has since been known as Greenback Lane. The tracks were being laid for the Central Pacific Railroad in 1863, and in 1864, arrived in the community. There was a huge influx of pioneers who became farmers in the region and caused an increase in the exportation of agricultural crops as the result of the railroad being completed in the region. There became a need for a second grammar school in the region as the result of the continued influx of pioneers. This resulted in the construction of the San Juan School. Between the 1860; and the 1870ís a man named Cornelius Donahue was one of the newcomers to the area. In 1863, Mr. Donahue established a ranch close to Citrus Heights. In 1872, Mr. Donahue then expanded his ranch to include the lands that currently now house Birdcage Center and Sunrise Mall shopping centers.
In 1875, a man who was a leading agriculturalist in the area named Peter Van Maren maintained a very large estate of almost 1,000 acres. When the real estate company of Trainor and Desmond purchased large tracts of land and then subdivided that land into ten acre lots, the quiet pastoral life of the rural Sylvan district changed forever. The real estate company changed the name of the community from Sylvan to Citrus Heights as a promotional ploy to attract buyers. The grain farms were transformed into the current active community by the irrigation water that was originally distributed by the North Fork Ditch Company and provided in 1911 by the Citrus Heights Water Takers Association.
In 1912, the urbanization of Citrus Heights was further helped with the building of Highway 40 and the state highway system. The Golden Eagle Barker Stage line provided passenger service between Sacramento and Roseville via Citrus Heights as early as 1914.
Based on the conviction that a man named W. Thomas had that there were a sufficient number of children in Citrus in Citrus Heights to justify a schools district, in 1862 a schoolhouse was constructed. Mr. Thomas donated five acres of land on the northwestern corner of Sylvan corners, and named the school the Sylvan School. This school became religious, social, and educational center for the community.
The successor to his father Peter Van Maren, for many years, his son, Adolph Van Maren played a leading role in the development of the community. In 1915, he contributed to the development of the San Juan High School and served on the San Juan School Board. Mr. Van Maren donated the land that the current location of the Citrus Heights Community Club House on Sylvan Road. However, in 1927, the actual building is the old Sylvan School House was relocated after a new school building was constructed.
In 1970, a man named Sunrise MallIn broke ground for the large Sunrise Mall, which caused a considerable amount of new growth in the Greenback Lane-Sunrise Boulevard region. There were four department stores that employed 2,500 people and housed 101 stores within Sunrise Mall by 1975. Across Sunrise Boulevard from the Mall, cam a collection of businesses and stores laid out next to a park like walkway in 1976. Numerous businesses in the surrounding regions were being built as the result of the success of the two shopping centers.
An effort to pay for the mandated EIR (Environmental Impact Report), began gaining momentum following an agreement with the county in 1994, and the challenge was taken up to raise funds to pay for the mandated EIR. The measure was approved for the baller in 1996 by the County Board of Supervisors after the challenge was accepted and a complete campaign was initiated. The residents of Citrus Heights voted on the measure finally, following a 12 year battle with the County of Sacramento. In 1996, the voters approved the measure to incorporate Citrus Heights as a city, which in 1997 became effective. The measure won rather easily with 62.5% of the votes.
