In 2010, the area El Dorado Hills was expanded to 48.606 square feet from 17.9 square miles in 2000. In 2000 the population of the community was 18,016 people, which increased to 42,108 in 2010. The population growth is attributed to the combination of the expansion of the boundaries and the actual population increase within the boundaries. El Dorado Hills is situated 22 miles east of the State Capital in Sacramento in the County of El Dorado California.
The businesses and residents of El Dorado Hills are primarily affiliated with a rather rural area known as El Dorado County. However, since it is economically and socially integrated into the much larger Sacramento County and particularly with the community of Folsom, El Dorado County is part of the Sacramento Metropolitan Area. In 2007, El Dorado Hills ranked 77th in the CNN Money Magazine as one of the best places to live in California. In 2007, the median household income was more than $115,000.
In 1848, the gold discovery location in Coloma was where the California Gold Rush got its start. El Dorado Hills is only approximately 13 miles from that location. Gold was washed downstream from the South Fork of the American River into regions currently known as Folsom and El Dorado Hills. However, the gold rush was superseded by ranching and farming. Parts of two Pony Express routes in this region between 1860 and 1861 are still modern roads in El Dorado Hills. The first transcontinental highway known as Lincoln Highway, which is the longest surveying section of the highway, runs through El Dorado Hills. This section is the predecessor of the current U.S. 50 route, passes through historic Clarksville, and is a portion of the Pioneer Branch. From its inception this community was planned as a group of residential villages. Other uses for the land included small commercial centers, a community shopping mall, schools, community parks, an 18 hole golf course, and a business park in each village. The emphasis in the master plan was between the opportunity for recreation outdoors and open space between the villages.
As new families moved from the Bay Area, Southern California, and Sacramento, there was a moderate pace of growth from the late 1960ís through the middle 1990ís. Because the retail developments were limited to two shopping malls on the corners of Highway 50 and El Dorado Hills Boulevard and Francisco and Green Valley Boulevards, this growth mainly consisted residential housing. During this period of time, each neighborhood created was called a village by local residents and provided with a name. The original villages of El Dorado Hills included Governors, Crown, Saint Andrews, and Park. From the 1980ís through the 1990ís the majority of Lake Hills Estates north of Green Valley Road, was reorganized and renamed Lake Forest Village, which contained neighborhoods of Windsor Point, Marina Woods, Winterhaven, Green Valley Hills, the Summit, and Waterford. Additional villages that have been subsequently developed include the master planned community of Serrano, Laural Oaks, Woodridge, the Hills of El Dorado, Bridlewood, Highland View, Highland Hills, Sterlingshire, and Fairchild.
The approximate population of El Dorado Hills was 6,395 people, according to the census that was taken in 1990. During the early portion of the 1990ís, growth slowed somewhat as the result of the economic recession that affected all of California. However, by the middle 1990ís, that growth resumed at an incredible pace. Businesses, especially those that wanted to escape the high costs associated with of Silicon Valley started setting op operations south of highway 50 in the El Dorado Hills Business Park. The Parker development purchased 3,500 acres of land next to the easternmost boundary of El Dorado Hills in order to develop one of the largest master-planned communities in Northern California, known as Serrano in 1995. Serrano was the location where an innovative case of recycled water irrigation was tested on a large scale.
The commercial development and population growth accelerated significantly in 2000. Development started in its Business Park, which experienced ever increasing rates of occupancy and construction as well as in Town Center Zone in order to develop a real downtown business area.
Located just south of Highway 50 is the new El Dorado Hills Town Center. The multiple use project is all new and a development of The Mansour Company, which has successfully combined a great multiple uses, such as broad public plazas, dramatic waterways and fountains, a public amphitheater, medical and professional offices, a luxury automobile dealership, a day spa, a fitness club, a gourmet market, hotels, a movie theater, and national and local bars, restaurants, cafes, and retailers. This land occupies 100 acres and, when completed will occupy a million square feet of buildings. It is the center of the area and of the community. It is the place where the community can gather relax on the public plazas, enjoy a concert, go to the movies, work, dine, or shop.
