In 1945, the shipyards in Richmond, California closed and a significant readjustment started. The population steadily decreased to some 71,900 people in 1960 from some 101,500 people in 1947, while industrial production also rapidly declined. Numerous new industries relocated to Richmond in order to take advantage of the empty shipyard structures. Among these new industries were United Hackathon, Pacific Vegetable Oil, Southwestern Welding, Butler, Garwood, and Kaiser Aircraft, as well as the first of the major warehousing operations, which were International Harvester and Ford Parts Depot. In 1949, the Richmond Redevelopment Agency was established and assumed many different redevelopment projects that began during the middle 1950’s. Three of these were industrial projects that included Terrace, Galvin, and Harbor Gate.
In 1955, the Harbor Gate Redevelopment Project passed wartime housing, which provided locations for extra major warehouses that included United grocers and Safeway. As these new industries arrived, numerous old industries left. In 1955, Ford relocated to Milpitas, and in 1959 the Pullman Shops closed. However, among the post-wartime developments, a strong growth in research and chemical facilities, distribution, and warehousing became evident. All throughout this history of Richmond, Standard Oil, currently known as Chevron USA, and its subsidiaries, Chevron Chemical and sometime later Chevron Research, have remained the primary employer and industry in Richmond, and have grown steadily, with the exception of the brief wartime shipbuilders. From 1953 through 1957, land annexations by Richmond to the northwest, north, and east have resulted in a city that was barely contiguous although it was enlarged geographically.
Since 1960, there have been four major developments, which were the Richmond Parkway, the new Knox Freeway, Hilltop Shopping Mall, and Marina Bay. These four developments have transformed the economy as well as the geography in Richmond. Starting in the mid-1970s the Harbor Redevelopment Project on the city's South Shoreline, which began during the middle 1970’s, resulted in the transformation of the old Inner Harbor Basin, which was the location for many of the wartime shipyards, into the development of Marina Bay, which was a 350-acre waterfront community that was master-planned and comprised some 650,000 square feet of commercial space, waterfront promenades, parks, a chain of lagoons, a 1,500-berth pleasure boat marina, several restaurants, and some 2,100 residential units.
The Hilltop Regional Shopping Mall opened in 1976 and had a major impact on the economy in Richmond as well as its old downtown area in particular. This Hilltop Mall is a 1.3 million square foot enclosed shopping mall that is situated next to I-80 in the northern corner of Richmond. During the early 1970’s, the downtown business district in Richmond started declining as its primary retailers that included Woolworth’s, Thrifty, J.C. Penny’s, and Macy’s all either closed their Richmond operations entirely or relocated to Hilltop. In 1978, another significant event occurred when the proposed Hoffman Freeway, currently known as I-580 or the Knox Freeway was designated as a portion of the Interstate freeway system, which ensured its construction. Funding, 10% of which was State and 90% was Federal was attained in late 1982. This crowned over 25 years of efforts.
In 1985, construction started and was mostly finished by the end of 1991. This new freeway passes across the South Shoreline of Richmond and connects the San Rafael-Richmond Bridge with I-80. On the South Shoreline, this freeway provided seven new exchanges, and has made it a very striking corridor for the new commercial development including the high-tech industrial business park. Another major development that transformed was the construction of the Richmond Parkway, which is still in progress after starting about 1990. By the end of 1994, a route next to all sections of the Parkway was completed. The Parkway is a four-lane scenic expressway that offers a quick connection between I-580 freeway, on the southwestern corner in Richmond and I-80 at Hilltop on the northern edge of Richmond, and the San Rafael-Richmond Bridge. This parkway has nurtured the development of a large area that was zoned for industry in the northwestern section of Richmond that, as the result of poor access, has remained mostly underdeveloped historically.
Between 1960 and 1987, the population of Richmond has ranged between 71,000 people and 79,000 people. Up until the early 1980’s, there wasn’t much new development. However, from 1987 through 1995, the population of Richmond steadily increased to some 93,00 people in 1995 from some 78,900 people in 1987. This dramatic increase was primarily the result of the large number of new homes that were constructed in the Downtown/City Center, Marina Bay, Brickyard Cove, Hilltop, and El Sobrante areas during that period. However, at the start of 1992, the increased rate of new housing starts decreased significantly.
